TX Department of Public Safety Temporarily Waives Verification of Enrollment Requirements

Because of the COVID-19 crisis and temporary closing of buildings, the Texas Department of Public Safety has begun offering an alternative license issuance process for Texas learner license holders.

 

Due to school closures statewide, Verification of Enrollment (VOE) documents will not be required for current learner license holders to have the additional driver restriction removed. 

Requirements for those with learner’s permits – minors

  • Have held a learner license for at least six months. 
  • Have completed your classroom, observation, and behind-the-wheel driver education as part of a Minor Driver Education Course. You will need to provide a copy of your DE-964 driver education certificate.
  • Have completed your skills test with a third party skills test provider.
  • Completed the Impact Texas Teen Driver education program within the past 90 days. You will need to provide a copy of your certificate.
  • Complete a DL or ID Application for Minor (form DL-14b). A notary is not needed, as the Department employee serves as the notary for this application.
  • Have a check or money order for $10 payable to the Texas Department of Public Safety. Include your license number and name to ensure proper credit. 

The above applies to those who are 16 or 17 years old. If learner permit holders are 18 years or older, different requirements are necessary for issuance. You can find those HERE.

All documents must be mailed or emailed directly to DPS. Once all documents are received, DPS will issue a new license without the additional driver restriction.
